At the time, Ruto was a recent university graduate, while Farouk had already made a name as a grassroots mobilizer despite his modest educational background, having only attended Chepkemel Primary School. His unparalleled work ethic and prowess in youth mobilization earned him respect among local KANU leaders.

Farouk distinguished himself further by writing articles supporting KANU, a skill that elevated his profile during the formation of YK92. United under the mentorship of Daniel arap Moi, Ruto and Farouk played complementary roles: Ruto as the rising intellectual and Farouk as the grassroots strategist.

Under the guidance of Cyrus Jirongo, the duo honed their political acumen, bolstering Moi’s voter base and learning the harsh realities of political life.

The Rift and Reconciliation

By 1997, their paths briefly diverged when Ruto’s bid for the Eldoret North parliamentary seat clashed with Farouk’s allegiance to his political mentor.

Ruto’s youth-driven campaign triumphed, but the contest strained their relationship. Recognizing Farouk’s indispensable grassroots influence, Ruto extended an olive branch, persuading him to join his camp. Farouk accepted, pledging loyalty to Ruto and cementing a formidable partnership.

Farouk’s loyalty was rewarded with a nomination to the Wareng County Council, where he served as a councillor from 1997 to 2003. While Ruto flourished as an MP, Farouk earned respect as a shrewd local leader. Even after KANU’s fall in 2003, Farouk remained steadfast. His unwavering commitment saw him transition into the role of Ruto’s Personal Aide, ensuring his influence endured as Ruto’s political star ascended.

Under Farouk’s mentorship, these figures rose to prominence, holding key positions in Ruto’s government and solidifying his political base.

Farouk’s journey has not been without controversy. His name surfaced during the NYS scandal, where he and Anne Waiguru acknowledged his involvement in questionable financial dealings. Farouk’s defense—that the funds were intended for a Harambee—added complexity to an already contentious issue. Despite public outrage, Ruto emerged unscathed, a testament to the duo’s political resilience.

Farouk’s closeness to Ruto has also drawn criticism, with some elected officials accusing him of wielding disproportionate influence. His authority was particularly evident during campaign rallies, where he managed proceedings with an iron hand, directing leaders and even choreographing crowd engagements.
