Inspector General of Police Douglas Kanja and Director of Criminal Investigations Mohamed Amin are set to appear in court today to respond to allegations of contempt of court in connection with abductions reported in December 2024.
The two were ordered by Justice Diana Kavedza last month to produce six individuals who were allegedly abducted in December. The court had directed that the victims be presented on December 31, 2024, but the order was not honored.
In response to their non-compliance, Justice Bahati Mwamuye has summoned the IG and the DCI to personally explain why they failed to adhere to the court directive and to show cause why they should not be cited for contempt. The judge emphasized that their actions clearly defied the court’s orders.
The duo has been sued alongside the Director of Public Prosecutions and Interior Cabinet Secretary Kipchumba Murkomen in a case filed by the Law Society of Kenya (LSK) and the Kenya Commission on Human Rights (KCHR). The petitioners are seeking accountability and transparency regarding the alleged abductions of six youths: Ronny Kiplagat, Billy Mwangi, Peter Muteti, Bernard Kavuli, Kelvin Muthoni, and Steve Mbisi.

While five of the victims have since been released, the whereabouts of Steve Mbisi remain unknown. The court has demanded that the IG provide an explanation regarding Mbisi’s status during today’s hearing.
The case has sparked public concern over issues of enforced disappearances and the rule of law, with human rights groups urging authorities to uphold accountability in matters involving state agencies.
