DP Ruto Orders Police IG Mutyambai To Investigate Investors’ Activities At His Annex Office

Deputy President William Ruto has written to the Inspector General of Police Hillary Mutyambai, citing a breach of security at his Harambee House Annex office, seeking expedition into the Sh39 billion arms deal fraud.

In a letter dated February 19, 2020 addressed to the Inspector General of Police, DP Ruto through his Chief of Staff Ken Osinde, DP Ruto is seeking an official statement from the Department of Immigration to establish the visa clearance issued to the foreign investors and to explain the presence of the the two foreigners in the country and their mission at Harambee Annex particularly at his office on February 13 with Echesa.

“Foreign Affairs should facilitate information on these foreigners and the profile of the companies they purport to represent,” reads the DP’s letter

Ruto says former CS Rashid Echesa and two strangers gained access to a waiting room on the second floor which raises grave concern.

“This incident is a very serious breach of the security of the Deputy President and requires a thorough forensic investigation,” reads the letter

Ruto further wants Police IG Hillary Mutyambai to identify which security officers facilitated the entry of Echesa and his counterparts into his office, adding that any of his staff found culpable should face the law.

“Any officer in our establishment who will be found culpable should be arraigned in court the soonest possible,” Osinde said

Ruto is demanding that the foreigners be blocked from leaving the country until investigations are complete.

Former Cabinet Secretary Rashid Echesa was arrested last week  after walking out of the DP’s office at Harambee House Annex, where he had taken two of the foreign investors. The DP was not in the office at the time, and they are said to have left 28 minutes in his boardroom after they were informed that he was not in.

Detectives from the Directorate of Criminal Investigations (DCI) have since quizzed staff at the DP’s office as part of probe into the fake Ksh.39 billion military arms deal.
